On September 11, 2018, Keenan announced via Twitter that production on the record was progressing and that vocals had been written, before suggesting a 2019 release. On May 5, 2019, the band debuted two new songs live at the Welcome to Rockville Festival in Jacksonville, Florida called "Descending" and "Invincible". Three days later, it was confirmed that the band's new album is scheduled to be released on August 30, 2019. On July 29, 2019, Keenan confirmed the album would be titled Fear Inoculum.
With this new revolution of tools, the traveling craftsman would not have to carry so many tools with them to job sites, in that their space would be limited to the vehicle or to the beast of burden they were driving. Multi-use tools solve the problem of having to deal with many different tools. Their greatest breakthrough was to meld dark underground metal with the ambition of art rock, crafting multi-sectioned, layered songs as if they were classical composers. While embracing the artsy, they also paid musical homage to the relentlessly bleak visions of grindcore, death metal, and thrash. Even with their post-punk influences, they executed their music with the sound and feel of prog rock, alternating between long, detailed instrumental interludes and lyrical rants in their songs. Debuting in the early '90s with Undertow, they were initially lumped in with the nu-metal contemporaries of the time, which made them a hit on rock radio with their sophomore effort, 1996's Ænima.

The CD packaging for Fear Inoculum included a rechargeable 4 inch HD video screen and a speaker which played a hidden track along with a video when opened and also included a 36-page booklet. Writers HP Newquist and Rich Maloof attribute to Tool an influence on modern metal in their book The New Metal Masters. Sean Richardson of The Boston Phoenix sees System of a Down, Deftones, and Korn as examples of Tool's "towering influence" on the genre. Keenan's unique style of singing has been seen as heavily influencing artists such as Pete Loeffler of Chevelle, Benjamin Burnley of Breaking Benjamin, Will Martin of Earshot, and Fred Durst of Limp Bizkit. With its abstract lyrics and multi-sectioned, odd-metered structure it has since become a signature song of the band.
Implement, tool, instrument, appliance, utensil mean a relatively simple device for performing work. Milling machines have rotating cutting surfaces that abrade substances with which they come into contact. In standard milling machines, a sliding table with a workpiece on top is pushed against the whirling cutter. The most fundamental of all seven is the horizontal metal-turning machine called the lathe, which is employed in a vast number of turning, facing, and drilling operations. Its handle fits the hand better, and has a non-slip encapsulation. The latter's influence on Tool is most explicit in Undertow, and some authors have described Tool's music as a progressive take on Melvins. Beyond this aspect of the band's sound, each band member experiments within his wide musical scope.
A device, such as a saw, shovel, or drill, used to perform or facilitate manual or mechanical work. The words utensil and tool can be used in similar contexts, but utensil applies to a device used in domestic work or some routine unskilled activity. While in some cases nearly identical to tool, instrument suggests a device capable of delicate or precise work. In some situations, the words implement and tool are roughly equivalent. However, implement may apply to anything necessary to perform a task. While the synonyms appliance and tool are close in meaning, appliance refers to a tool or instrument utilizing a power source and suggests portability or temporary attachment.

In many cases a cheap tool could be used to occupy the place of a missing mechanical part. A window roller in a car could easily be replaced with a pair of vise-grips or regular pliers. A transmission shifter or ignition switch would be able to be replaced with a screwdriver. Again, these would be considered tools that are being used for their unintended purposes, substitution as makeshift. Tools such as a rotary tool would be considered the substitution "by-design", or "multi-purpose". This class of tools allows the use of one tool that has at least two different capabilities.

There is some debate on whether to consider protective gear items as tools, because they do not directly help perform work, just protect the worker like ordinary clothing. They do meet the general definition of tools and in many cases are necessary for the completion of the work. Personal protective equipment includes such items as gloves, safety glasses, ear defenders and biohazard suits. Advocates of nanotechnology expect a similar surge as tools become microscopic in size. Many tools were made in prehistory or in the early centuries of recorded history, but archaeological evidence can provide dates of development and use. I don't have the right tools to start fiddling around with the engine.
While all these words mean "a relatively simple device for performing work," tool suggests an implement adapted to facilitate a definite kind or stage of work and suggests the need of skill more strongly than implement. Jones explained that it does not contain a storyline, but that his intentions were to summon personal emotions with its imagery. Rolling Stone described this imagery as "evil little men dwell in a dark dungeon with meat coursing through pipes in the wall" and called it a "groundbreaking", "epic" clip. According to Guitar Player magazine, Jones does not rely on any one particular guitar-playing technique but rather combines many techniques. For example, Allmusic wrote that he "alternately utiliz power chords, scratchy noise, chiming arpeggios, and a quiet minimalism" in "Sober". Additionally, the band uses forms of instrumental experimentation, like the use of a "pipe bomb microphone" and a talk box guitar solo on "Jambi".
The band intended to raise awareness about Hicks's material and ideas, because they felt that Tool and Hicks "were resonating similar concepts". The chopper typically consisted of a water-worn fist-sized rock, which had been chipped away at one end to create a roughly serrated edge. It was used for cutting through the skin and sinews of animals captured during hunting. The chopper was used by humanity for almost two million years, until the appearance of the hand axe, a superior version of the chopper.
This would also be the category of "multi-purpose" tools, since they are also multiple tools in one (multi-use and multi-purpose can be used interchangeably – compare hand axe). These types of tools were specifically made to catch the eye of many different craftsman who traveled to do their work. To these workers these types of tools were revolutionary because they were one tool or one device that could do several different things.
Cutting and edge tools, such as the knife, sickle, scythe, hatchet, and axe, are wedge-shaped implements that produce a shearing force along a narrow face. Ideally, the edge of the tool needs to be harder than the material being cut or the blade will become dulled with repeated use. But even resilient tools will require periodic sharpening, which is the process of removing deformation wear from the edge.
A month later, Chancellor revealed that the new Tool album was "about 90-percent there", while Carey claimed in separate interviews that it would "definitely" be released in 2018. In February 2018, Jones revealed that Keenan was working on lyrics for the album, and that the band would begin recording in March. In June 2018, during his acceptance speech for the Icon Award at the Metal Hammer Golden Gods Awards, Keenan stated "I'll go on record now saying you're gonna see some new music next year." On September 17, 1996, Tool released their second full-length album, Ænima ("ON-ima"). The band enlisted the help of producer David Bottrill, who had produced some of King Crimson's albums, while Jones collaborated with Cam de Leon to create Ænimas Grammy-nominated artwork. The album was dedicated to stand-up comedian Bill Hicks, who died two and a half years earlier.
